Ruby Martin, M.Ed Named as Director of Certification

Ruby Martin, M.Ed has been named as Director of Certification for the Pennsylvania Office of Child Development and Early Learning (OCDEL).

Ms. Martin has worked as an educator and innovative leader for over 30 years. She has been in every aspect of programming from assistant teacher all the way to overseeing multiple programs in many locations, curriculum and training development and strategic planning. She is versed in DHS licensing from the provider perspective; from opening and starting programs through general operations, has a strong knowledge of Keystone Stars system and NAEYC Accreditation, and has a thorough understanding of Pennsylvania’s early learning systems. Ms. Martin has been a higher ed instructor for child development and early learning and is a PQAS Certified instructor for over 20 years.

As a Pennsylvania Child Care Association (PACCA) board member since 2010; she has a strong passion for equity and has led many book clubs, anti-bias educator series and has developed training on being Culturally Responsive in her work with children and families. A certified family educator and PLAY Advocate, Ms. Martin has a strong commitment to the children, families and providers and is thrilled to have an opportunity to affect change and policy at the state level.
