In 2014, the Pennsylvania Project LAUNCH Partnership incorporated many of the 2009 Early Childhood Mental Health (ECMH) Advisory Committee Recommendations into the grant’s strategic plan.  In the remaining year of the grant (2018-2019) the Recommendations will be reviewed for progress made and updates needed given state and national priorities, and will be reissues in September 2019.

The ECMH Advisory committee received its charge from Department of Public Welfare Secretary Estelle Richman in May 2008 at a meeting hosted by hosted by four program offices in the Department of Public Welfare: Office of Child Development and Early Learning, Office of Children, Youth and Families, Office of Medical Assistance Programs, and Office of Mental Health and Substance Abuse Services. The committee’s formation represented a completed outcome for the December 2007 Infant-Toddler Mental Health Symposium, also hosted by the Department of Public Welfare.

On September 1, 2009, Pennsylvania’s Early Childhood Mental Health (ECMH) Advisory Committee presented Department of Public Welfare Secretary Estelle Richman with recommendations for advancing the healthy social and emotional development of Pennsylvania’s young children.  The recommendations are in three focus areas:

  • Prevention and Intervention,
  • Professional Workforce Development, and
  • Communication and Collaboration.
