A State-Level Brief: Participation of Infants and Toddlers Experiencing Homelessness in Early Childhood Programs in Pennsylvania

The brief, jointly released by the Pennsylvania Head Start State Collaboration Office (PA HSSCO) and Hope PHL, contains data for children from birth to age 3 (or 0-3 defined as “through the age of 2” or “prior to their 3rd birthday”), and describes what is known about infants and toddlers experiencing homelessness from data available in the housing and early childhood sectors and their participation rates in these programs.
