Child care providers have reported delays in accessing login and password assistance or have not received an email notifying them of the need to login and complete the CARES Act Round 3 reporting survey. The Early Learning Resource Centers (ELRC), OCDEL staff and Department of Human Services IT specialists have been working to respond to those concerns and will continue to assist providers with any issues they may experience with completion of the report. Please access the tool as soon as possible to validate your access, making sure to use the accounts logins provided to you. The report, which is a requirement of CARES Act Round 3 funding, is a quick and simple tool to identify how Round 3 payments were used to support COVID-19 related costs. Providers who have completed the report have indicated it is very easy to use.
The Final Report submission due date is December 31, 2020.
- If you have an existing Commonwealth Business Partner account (“b-” ID) and did not receive a Username reminder email, please contact OCDEL as soon as possible using ra-pwelrcqa@pa.gov. OCDEL will work to get this rectified as quickly as possible
- If you are a new user and did not receive emails about the survey with login details begin your account set-up here. The ra-unifiedsecurity@pa.gov can further assist you. If you have already emailed this account with your concerns and have not received a reply in 72 hours, please send an email the ra-pwelrcqa@pa.gov and OCDEL will work with the commonwealth IT team to assist in your needs. Due to the incredible volume on these accounts please allow three business days for the response.
- Updating Provider Contact: If you will not be completing the report for your organization and would like to change the user associated, please complete the DHS COVID Tracking – User Change Request form. Once this form is received, please allow two business days for this information to be sent to the new contact.
- Online Portal Training & Support: Available is a detailed FAQ to support you in understanding how to use the new tool, answer any questions you may have, and provide troubleshooting information on browsers and passwords.
Please note, if you received a payment under Act 24 of 2020 from more than one Pennsylvania Department of Human Services (DHS) Program Office, you may receive this notification more than once. You will receive only one login to the online tool to submit for all program offices and facilities.
