Project Purpose

In Spring of 2025, OCDEL and the Pennsylvania Key partnered to re-imagine a more comprehensive, flexible, and supportive Early Childhood Education (ECE) Career Pathway system that recognizes the true value and complexity of the ECE profession.

Based on years of feedback that highlighted barriers to pathway advancement, specifically the lack of recognition for experience, OCDEL and the Pennsylvania Key applied to receive support from the National Early Care and Education (ECE) Workforce Center. In July 2025, the Action Research Partnership began, wherein Pennsylvania was selected as one of three states to receive technical support from the ECE Workforce Center to re-design a pathway that could incorporate experience among other categories that ECE professionals felt should apply toward professional growth.

With a focus on equity, the Change Team was created to ensure various perspectives were provided throughout the new design for the career pathway. More importantly, ECE providers were selected to serve on the 12-person team co-led by Luisa Olivo-Wolf (Director, Bureau of Early Learning Policy and Professional Development) and Natalie Flores (Assistant Director of Workforce Development).

Project Roadmap

The Change Team has worked diligently for a year to ensure that various voices were heard, and perspectives were integrated into the career pathway redesign. Check out the roadmap below to highlight where we have been, where we are currently, and where we are heading next.

Fall 2025

  • PA participates in National Early Care and Education Workforce Center to design a career pathway that recognizes the professional experience of the current workforce. 
  • 12 Person Change Team Created

Winter 2026

  • Change Team researches other state pathways and decides to move toward a stackable, points-based career pathway
  • Stackable categories and correlating points are drafted

Spring 2026

  • Change Team develops Network Map to identify first rounds of feedback across multiple sectors of the ECE ecosystem
  • Feedback is collected across various stakeholders and finalization begins for career pathway prototype

Summer 2026

  • Final prototype is drafted and external communications begin to solicit wider feedback
  • Initial planning stages begin for systems integration, communications planning, and registry build

Fall 2026

  • Strategic planning begins for implementation across impacted systems (Certifications & Licensing, ELRCs, Professional Development Organizations, etc.)
  • Begin Focus Group and Feedback Cycle 1

Winter 2027

  • Engage in Registry integration and develop technology architecture to support current and future pathway members
  • Begin Focus Group and Feedback Cycle 2

Spring 2027

  • Expand communications plan to ensure all ECE providers and systems have toolkits and help guides to support implementation
  • Begin Focus Group and Feedback Cycle 3

Summer 2027

  • Begin full implementation of new career pathway!
