How To Apply for the CDA Voucher

To apply for the CDA Voucher, you first must complete your profile (Career Pathway) in Pennsylvania’s Professional Development (PD) Registry. Directions on how to apply are available at pakeys.org/apply-for-career-pathway. 

Once you complete and submit your profile, you will have access to the Financial Assistance section on your left-hand menu.

Eligibility Requirements

To be eligible for funding consideration, applicants must meet ALL of the following requirements: 

  • A resident of Pennsylvania 
  • Working in that program at least 20 hours per week, unless working in a CTE program. If you are currently a student in a Career and Technical Education (CTE) program you may submit documentation on school letterhead indicating enrollment and that you are currently working in a STARS facility. (Meeting the 20 hours weekly will be waived.) 
  • Completed application on the CDA Council (cdacouncil.org) website with a “Checkout” Application Status 
  • Submitted all required documentation  

Applicants must meet ONE of these: 

  • A PA DHS registered family child care practitioner that is designated as a STAR 1 or higher; 
  • A PA DHS certified group child care home practitioner that is designated as a STAR 1 or higher; 
  • Employed in a PA DHS certified child care center/registered home that is designated as a STAR 1 or higher; OR 
  • Participating in a Career and Technical Education (CTE) program 

How To Apply

Go to papdregistry.org

Click Login in the top right corner.

Enter your email address and password, then click Login.

Once you have submitted your profile, you will have access to the Financial Assistance section located on the left-hand menu.  

NOTE: Before applying, make sure you meet all the requirements and have the required documentation prior to accessing the Financial Assistance section and begin the CDA Assessment Voucher Application.

Click Apply for Financial Assistance.

Click CDA Assessment Voucher and click Continue.

Click Review next to each to make all necessary updates, then click Save/Confirm, OK, for each section. If you are unable to complete all steps at once, you can return and finish later. 

Here are brief instructions for each item; continue reading the document for detailed steps. 

  • Information 
    • Update as needed. 
  • Employment 
    • Answer questions and update as needed. Please confirm that your PD Registry profile has the correct employment start date, position and hours worked per week.

Employment Section

Answer questions and make sure employment information is correct. 

Click Confirm 

Click OK

CDA Assessment Voucher Section

Complete all required questions.

Upload the required documentation.

Click +File and select your saved file from your computer or device– submit documents as .pdf or .jpg file type.

Select a File type from the dropdown. 

Click Save.

Click OK.

Click Save/Confirm.

Click OK.

Click Submit Application once all sections are reviewed and confirmed.

Read the CDA Assessment Voucher Terms and Conditions and check I attest and agree to all of the above. 

Click Continue.

Submit application by clicking Yes. Click OK.

After You've Applied

Thank you for applying for CDA Assessment Voucher. To check your status and to upload additional supporting documentation, go to the Financial Assistance section on the left-hand menu. 

If you have not received an email indicating approval, denial, or the need for more documentation to complete your application within two weeks of submission of your application, contact pavoucherprogram@pakeys.org to confirm your application has been received and processed.
