Child Care Works Payment for Child Care Providers Closed Due to a Positive COVID-19 Case

Purpose

To provide information to child care programs participating in Child Care Works (CCW) and the Early Learning Resource Centers (ELRC) concerning payment for child care providers who experience a confirmed positive COVID-19 case within their facility.

Background

The Office of Child Development and Early Learning (OCDEL) Bureau of Certification issued Announcement C-20-6 Interim Guidance for Certified Child Care Facilities operating during the Novel Coronavirus Pandemic which provides guidance to child care providers who experience a confirmed positive COVID-19 case within their facility. This announcement will explain the CCW payment for providers who must close for a period of time as defined in Announcement C-20-6.

Discussion

General

If a child care provider must close due to a confirmed positive COVID-19 case, CCW payment will be based on enrollments on the day the facility closes due to the positive case. Payment based on enrollments will continue for all children until the facility is able to reopen. The provider must follow the guidance for closing and reopening specified in Announcement C-20-6. Once the provider reopens, payment based on enrollment reverts to the guidance in ELRC Announcement 20 #09 and will include only children enrolled effective March 13, 2020. Payment for children enrolled after March 13, 2020 will return to normal procedure, based on attendance/invoicing.

Child care providers must report the positive COVID-19 case to the Department of Health and the Bureau of Certification. The ELRC will verify with the Bureau of Certification that the closure is due to a positive COVID-19 case and deemed eligible for payment based on enrollment for all CCW children enrolled the day the facility closed.

Child care providers who are closed will not collect copayments from families for CCW for the period of the closure.
