Rating Observation Scale for Inspiring Environments (ROSIE)

What is ROSIE?

ROSIE focuses on a classroom’s level of aesthetic beauty by looking through a lens of nature, color, furnishings, textures, displays, lighting, and focal points. It considers the function, adaptability of the space and the dynamic needs and interests of those who inhabit the space.

Creating aesthetically inspiring spaces for young children occurs in three stages:

  • Sprouting: Staff begin to understand the principles of designing beautiful inspiring spaces.
  • Budding: Staff are becoming more competent in creating inspiring spaces. As knowledge increases about design principles and the aesthetic components, the environment continues to grow and develop.
  • Blooming: At this stage staff have reached their fullest potential in designing beautiful and inspiring spaces for children and adults.

Which program(s) could use ROSIE?

The ROSIE can be used in preschool classroom settings.

ROSIE Assessment Process

External ROSIE assessments are conducted by a trained ROSIE assessor from the Program Quality Assessment (PQA) team.

Internal ROSIE assessments are conducted by the program’s internal assessment team. Programs partner with the Quality Coach and PQA team when planning for and conducting internal assessment, and when analyzing the information collected during the internal assessment process.

The ROSIE assessment typically consists of a two-hour observation, preferably when children are not present; however, if an assessment is not completed within a single observation session, it is important to finish within the week.

How does ROSIE support Continuous Quality Improvement (CQI)?

Providers can gain valuable information to support the development of the program’s continuous quality improvement plan. The feedback can be used to identify classroom design strengths and to grow environments that are inspiring for young children.
