Early Childhood Comprehensive Systems: Health Integration Prenatal-to-Three Program Positions

Pennsylvania’s Office of Child Development and Early Learning (OCDEL) was awarded a federal grant to support a sustainable, integrated, comprehensive system of care accessible to all pregnant and parenting families of infants and toddlers. OCDEL is seeking enthusiastic individuals with an understanding of statewide maternal and early childhood systems and family health.  Applicants should be able to perform a leadership role, work collaboratively, and communicate effectively to develop state partnerships.

The grant supports two positions: a state Early Childhood Lead for the Early Childhood Comprehensive Systems (ECCS) and a state Family Lead for the ECCS. Together they will lead the cross systems work to increase statewide access to integrated, effective, equitable, culturally appropriate, evidence-based early developmental health and family well-being. These two positions are open for interested and highly skilled individuals. This is a five-year grant.

Position Title

Early Childhood Lead for Early Childhood Comprehensive Systems (ECCS) for the Office of Child Development and Early Learning

Description of Primary Duties

  1. Act as lead to implement and complete the activities toward accomplishing the goals as outlined in the grant.
  2. Collaborate with the ECCS Family Lead to conduct an analysis of system assets, gaps, and financing needs and opportunities to advance integrated maternal and early childhood systems of care.
  3. Collaborate with the ECCS Family Lead to develop a state early childhood strategic plan in response the above analysis and help advance its implementation.
  4. Identify financing and policy strategies to support and sustain efforts that promote early developmental health and family well-being.
  5. Improve, support, and increase inclusive approaches towards leadership development representative of the diversity of populations being served.

Position Title

Family Lead for Early Childhood Comprehensive Systems (ECCS) for the Office of Child Development and Early Learning

Description of Primary Duties

  1. Act as lead to implement and complete the activities toward accomplishing the goals for family engagement in the Early Childhood Comprehensive System.
  2. Coordinate family engagement activities with the OCDEL Special Assistant on Family Engagement and other OCDEL supported parent programs.
  3. In collaboration with the ECCS Program Lead, conduct an analysis of system assets, gaps, financing needs and opportunities to advance integrated maternal and early childhood systems.
  4. In collaboration with the ECCS Program Lead develop or contribute to a state early childhood strategic plan in response the above analysis and help advance its implementation.
  5. Promote the integration of parenting support, social emotional development, early relational health or two-generation health promotion within OB/GYN and pediatric well-child care
