WHAT IS A PROFESSIONAL DEVELOPMENT SYSTEM? (cont'd)

4.  ACCESS AND OUTREACH

A.  Professional Development Calendars

The Department of Public Welfare’s Office of Child Development delivers professional development opportunities through a network of locally based organizations and higher educational institutions that offer professional development opportunities for early childhood practitioners.  These educational offerings help practitioners seek professional development opportunities required by the Pennsylvania Department of Public Welfare and Keystone STAR Continuous Quality Improvement Program.  In addition to the required health and safety offerings, professionals must seek, on an annual basis, a minimum of six hours of professional development instruction in various early childhood topics based on identified needs in their Professional Development Record (PDR).

The six regional Keys gather information about professional development needs in each region, coordinate schedules, distribute regular professional development calendars to providers and post offerings on a statewide on-line calendar searchable by topics, region and county.

Professional Development offerings listed on the calendar provide basic information, including topic, description, date, time and location.

Practitioners can select professional development events that meet their needs as outlined in the Pennsylvania Core Body of Knowledge (CBK) and their individual Professional Development Record (PDR) or the Facility Professional Development plan (FPD).

B.  Pennsylvania Professional Development Instructor (PDI) Registry

The Professional Development Registry is a database that tracks all completed professional development of practitioners in Pennsylvania.  It documents a record of professional development events through a web-based data system.  The Registry also includes name, contact information, location of instructor, areas of expertise, and verification of instructor’s PQAS status of all approved Professional Development instructors in the Commonwealth.

C.  Career Development Advising

As more and more early learning practitioners seek to further their education by taking credit-bearing courses in colleges, career development advising has become a critical factor in their ability to achieve success and commitment to the field.  Career development advising informs and counsels individuals about entry and continuing education requirements for professional roles in early childhood and school-age fields, and supports the practitioner in assessing current qualifications, identify education resources and plan the individual’s career advancement.
